E-Commerce in Morocco: A Comprehensive 5-Year Analysis (2021–2025)

Introduction: Morocco's Digital Commerce Revolution

Over the past five years, Morocco has emerged as one of the most dynamic e-commerce markets in North Africa. What began as a nascent digital economy has rapidly evolved into a multi-billion-dollar industry, driven by unprecedented internet penetration, government digital transformation initiatives, and shifting consumer behaviors accelerated by the COVID-19 pandemic.

In this comprehensive analysis, we'll explore Morocco's e-commerce journey from 2021 to 2025, examining market size growth, digital infrastructure development, payment innovation, key industry players, and the challenges that continue to shape this exciting market.

The Explosive Growth of Morocco's E-Commerce Market (2021–2025)

Market Size and Revenue Trajectory

Morocco's e-commerce market has experienced remarkable expansion over the past five years. In 2021, e-commerce revenues reached approximately $300 million, representing a staggering 40% year-over-year growth rate. This momentum continued through the early 2020s, with the market demonstrating robust growth during the 2020–2024 period, achieving a compound annual growth rate (CAGR) of 2.3%.

By 2025, the Moroccan e-commerce market is projected to reach $3.17 billion, with forecasts indicating continued expansion at a CAGR of 2.6% from 2025 to 2029, potentially reaching $3.51 billion by 2029. The number of e-commerce users in Morocco surpassed 8 million in 2025, reflecting the sector's rapid consumer adoption.

Transaction Volume Surge

The growth in transaction volume has been equally impressive. According to the Interbank Electronic Banking Centre (CMI), Moroccan e-commerce sites saw a 46% increase in transaction volume and 25% growth in monetary value in 2020 compared to 2019 . This upward trajectory continued into 2021, with transaction numbers growing by 48% and monetary value increasing by 30% from 2020 levels.

In the first nine months of 2022 alone, payment transactions by Moroccan cards with CMI-affiliated merchants totaled 97.8 million transactions worth 35.3 billion MAD—a 27.8% increase in transaction volume and 21.3% increase in value compared to the same period in 2021.

Digital Infrastructure: The Foundation of E-Commerce Growth

Internet and Mobile Penetration

Morocco's digital transformation has been underpinned by massive infrastructure investments. Internet penetration surged from 58.2% in 2016 to 84.1% in 2020, with the pandemic acting as a significant catalyst for digital adoption.

By early 2023, Morocco boasted 33.18 million internet users, representing an 88.1% penetration rate—up from 84% the previous year.

Mobile connectivity has been equally transformative, with 50.19 million active mobile connections representing 133.3% of the population by early 2023.

Additionally, 21.30 million active social media users (56.6% of the population) have created fertile ground for social commerce and digital marketing

Government Digital Strategies

The Moroccan government has played a pivotal role in fostering this digital ecosystem. Since 2005, Morocco has implemented successive digital strategies including:

  • E-Morocco 2010 Strategy

  • Digital Morocco 2013 Plan

  • Digital Morocco 2020

  • Horizon 2025

These initiatives have positioned Morocco as fourth in the Digital Risers ranking for the MENA region in 2020

. The Moroccan Agency for Digital Development (ADD) has been instrumental in supporting innovative projects and fostering the local tech ecosystem

.

The establishment of the National Agency for Cybersecurity (ANAC) in 2017 further strengthened consumer trust in digital transactions, addressing critical security concerns for e-commerce growth

The Rise of Digital Payments in Morocco

From Cash to Digital

One of the most significant transformations in Morocco's e-commerce landscape has been the evolution of payment methods. Traditionally a cash-dependent economy, Morocco has seen a gradual but steady shift toward digital payments.

Cash-on-delivery (COD) dominated the early e-commerce era, representing 74% of e-commerce purchases as of 2021.

While cash still accounts for approximately 66% of all e-commerce transactions, card payments now represent 17% of online purchases, with the remainder utilizing local digital payment methods.

Card Payment Growth

The Moroccan card payments market, valued at $4.7 billion in 2022, is projected to grow at a CAGR of over 9% from 2022 to 2026

In 2023, Morocco recorded 7.9 million online card transactions, reflecting growing consumer confidence in digital payments

The Centre Monétique Interbancaire (CMI)—a collaboration of nine Moroccan banks—remains the dominant local card scheme, processing approximately 85 million transactions in 2019 and serving as the backbone of Morocco's digital payment infrastructure.

Buy Now, Pay Later (BNPL) Emergence

Morocco has also embraced innovative payment solutions. According to Mastercard's New Payments Index 2022, 74% of Moroccan consumers are familiar with BNPL, and 39% are comfortable using it.

Local fintech companies like Chari have pioneered BNPL services, particularly for unbanked shop owners, using alternative data for credit assessment.
